Maybe I'm misunderstanding you but isn't a wish fulfillment avatar exactly what Mary-Sues are, and these characters may not be but there are tons of characters who are.

Mary Sues are a specific branch of fan character. Canon characters can't be Mary Sues, because they're canon characters. They can be bad characters, and the result of inconsistent world-building and authorial ego trips, but they're still an intrinsic part of their canon, not fan insertions.
