Not very, even for classic Doctors. Came along at the tale end when no one was watching and some of his stories are goofy.

Whofic has its own archive though, A Teaspoon And An Open Mind (http://www.whofic.com/), so people in that fandom are overall less likely to upload to AO3. Though judging by their numbers Seven still isn't that popular, he only outnumbers One and Two. Most popular seems to be Five, surprisingly enough, though he's only a tiny bit ahead of Four...
