I tend to draw the line depending on what I perceive to be the person's motivation and interest in social justice. If they're looking for excuses to drag other people down so they can feel superior, if they're doing it to look good and get attention, if they're doing it to stroke their own ego, then they are SJWs. If they are OTT and kind of useless and annoying but seem earnest, then I don't consider them to be SJWs so much, but not actual, productive activists either - more of a middle ground filled with lazy people, young/naive people, and folks who don't quite understand how social justice activism works and think it consists only of freaking out about things on the internet.

I don't think people need to back up every social justice-related statement with some kind of offline activist effort (i.e., if I want to call out something sexist in an internet discussion, I don't need to first put in an hour of community service at a youth center to have any cred) so the lack of a sizable social justice resume doesn't make someone an SJW. Using other people's oppression and disenfranchisement and the injustices of society as an excuse to push others down and act like they're better than everyone is what makes someone an SJW.
