I would wish for the incubators to feel all the suffering they had ever inflicted on every girl they manipulated into becoming a magical girl for eternity. Though I'm not sure that isn't exactly what Homura did to him at the end of Rebellion.

I don't think this was ever stated, but I've always had the thought that the Incubators were a hivemind. Anyway, even if they weren't, that's easily fixed by altering the wish to include the entire race.

Of course, it is possible that his comment about how there's a universe full of intelligent life out there, just waiting for humanity to catch up and join it may imply that other alien races are in on it as well? Do they all not feel emotions? Is the job given to the Incubators because they don't feel bad about doing it? Or were the Incubators perhaps constructed by these other alien races to be emotionless so they could do the job the aliens all thought was necessary and righteous, but distasteful?

Cute as fuck but oh my god, so evil. I wanted to punch that little thing in the face so many times.. and you know, because he doesn't have emotions, he can't perceive that what he is doing is wrong. But still, I guess that's the mark of a good character, you feel STRONGLY about them, either in a negative or a positive sense.
