The thing is that people in fandom are in a sort of limbo. Politicians and celebrities are distant enough that they're fair game and making fun of your friends is all well and good when it's between buddies, but in fandom you're kind of stuck in the middle. :\

That aside, going so far as to say most humor is about making fun of others (and I'm not going to count fictional characters here) - no, I'd have to disagree.
