Some of Laura Marling's songs fight that description. But not all.

Hmmm, let me see... Bjork kinda, Juliana Hatfield, Lorenna McKennit. It's not that they can't sing powerfully, but they do have softer songs?

Like others, I'm not sure of your exact taste, but I'd check out Melanie Martinez. I'd say her voice is whispery and can be very soft at times.

Jhene Aiko,FKA Twigs,Austra,Banks,Daughter,Chelsea Wolfe,Laura Marling,Halia Meguid (she mostly does covers but she's done songs for Doctor Who and Hannibal too).

The first one that comes to mind is Nouvelle Vague

She has almost a Parisian loungey whisper to her voice.

idk, Kim Richey? Diana Krall, actually, would probably fit. maybe Lenka? (I only know one song by her; her voice is kind of throaty and she's not super loud...)

I don't know exactly what you mean, but it doesn't sound like the kind of thing I listen to a lot.

Julia Stone is like that. Sometimes she sounds like a little girl, sometimes a very old woman who's probably also a ghost. Very peculiar, really interesting songs. Margo Timmins from Cowboy Junkies is more on the ethereal side, really pretty voice.

Maria Mena. She has her high notes, of course, but a lot of her music is fairly soft.
