I feel like it's really sad we have just the one little scene and have to grasp at straws like this.

Yeeeeeah... grasping straws. Okay. It's not like we have story about her independent of Steve or anything. OH WAIT! Yes we do. We have her fighting back sexist dirtbags in the Agent Carter short. We see her singlehandedly doing a mission that "required" five to seven agents. We see her grieving. We see her having moved to America. We see her being capable and ahead of the curve and eventually being promoted to run SHIELD.
And within the movie itself we see her risking her position for what she believes in repeatedly. If you can't think past the tip of your own nose or need to be beat over the head with absolutely everything, that is not the fault in the canon, that's on your dumb ass.

It's not like we have more than that for any character other than Steve in that movie. Bucky gets less character development than Peggy does, even though I'm sure they already had the Winter Soldier storyline in mind even if only theoretically.
