I had high hopes for The Strain, but mostly it's ended up as a strain on credibility. Who are all these dumbasses who know for a fact there are infected zombie-vamps with mouth tentacles out there, but still run around the city with no hazmat gear OR weapons of any kind?

Well, the book explains it better. Palmer has bought out all the higher ups everywhere. Especially the CDC. So, for all of Eph's "THERE BE MONSTERS HERE!" there are officials painting him as a loon and going on television, radio, print and the internet saying, "Actually, it's just a flu like virus. No need to panic. It can be handled."

Yeah, but it didn't really explain why Ephraim and his co workers go around unarmed. (I don't remember if they did that in the books, but they did initially in the show.) I dunno. Maybe I should reread the books instead, it's been a while since I read them and I hardly remember any of the details.
