Depends how close you are to the culture in question. A Finlander wearing a native American headress to a party is okay because there is fuck all between the fins and indians, but an american wearing one is tricky because there is history, ya know. If your country has had a fight with the culture in question and especially if you were the winner then it is not a good thing. Like a Mexican can wear a kilt, red wig and see-you-jimmy hat and that is fine because the Mexicans and the Scots have nothing in common but a love of fried food. And Enlglisher should not do so, because the English have been brutal to the Scots and have threatened revenge and economic warfare if the Scots break away. Context, is all about it.

Iceland. They have thrown all their in jail for crashing the country's economy and the global one. Only country to do so. Iceland is cool, and not just for the obvious reason. They even defeated the British Navy in a naval war in the 1970s despite not actually having an Icelandic Navy or any armed forces. That is how awesome Iceland is.
