Not often. Women are pretty much unilaterally drawn with petite, slender features regardless of stated ethnicity. It's supposed to be more delicate and eye-appealing.

Sure, but it's still really easy to tell they're American by they're blonde hair and blue eyes and starry striped wardrobe.

True, but the blonde hair/blue eyes combo isn't always a giveaway with women. Sailor Moon's a good example.

Don't a lot of animes have a bunch of women with really wild hair colors for no apparent reason? which can include blonde?

Sure, but americans are usually blonde haired and blue-eyed. It isn't a hard and fast rule, but happens often enough that it's worth noting.

Blonde and blue eyed is a real phenotype though whereas the rest is clearly fantastic, and incredibly frequently coded to be such.

The comparison I guess is you could get people in anime with blue or green skin and it's pretty obvious they're aliens, but the people with dark brown skin are invariably intended to be black/heavily tanned.

True. though I also see brown hair/blue eyes and other stuff but I don't watch enough anime so I'm sure you are right.

Only if their eyes are drawn smaller and almond-shaped instead of round than the other female characters in the same show.
