Oh no, that doesn't look remotely human! The head's the same size as the torso! The eyes are huge! The face is super-long! WHO COULD IT POSSIBLY BE?! ARE THEY BLACK?! WHITE? WHO KNOWS?! I think it's a picture of a squash, or perhaps a potato.
Stylized art of humans like in anime is designed to exaggerate or simplify certain features, but still be recognizable as humans. That's why you can give a character tits bigger than they are and people still recognize them as titties! You're not going "That anime thing seems to have some strange growths on its chest, perhaps feelers? Flotation devices?"
