Anime has gotten a lot better about this since our choices in black characters who weren't just Asian people colored brown or racist caricatures were Cowboy Bebop and...uh. Naruto introduced a village of mostly black ninja, like Darui. There's also Michiko to Hatchin as mentioned several times above, set in Brazil. Manga with racially-diverse settings like Till Death Do Us Part, Gangsta, and Black Lagoon have good black character design in foreground and background.

Manga tends to be better at it, as anime tends to have a lot of frames where designs are simplified to save time and work; Naruto's black characters have more narrow features than in the manga. Male characters are better done than female, too, because female characters are made to fit certain beauty standards that common black features are considered to contradict with.
