Well, Will is the main character really and Hannibal is is Silence of the Lambs for about 13 minutes or something. But I wouldn't say you're supposed to loathe him - as Bryan Fuller says, he's the Devil. He's there to make the audience uncomfortable and confront them with their nightmares, like plenty of other characters. (The Joker, Alex in A Clockwork Orange to name two off the top of my head...)
