But the books are still removed from school libraries, right? My understanding of the whole thing is this: Parents complain about certain books being made available to their children, the school administration wants to please these parents and forces the librarian to remove the offending books or not buy them in the first place (of course not in all school libraries just the specific ones, where the parents are complaining). Librarians are understandably upset about this, they keep a list of these books and encourage people to read them anyway which is what Banned Books Week is about. Am I mistaken about this? If the books were still available despite parents complaining they wouldn't be banned after all.

You're right, but people do get angry about it. It usually causes quite a stir with people arguing passionately on both sides. Also iirc, banned books week (is it really just a week? for some reason I thought it was a month) also includes books that people have attempted to ban. The book often sees a boost in sales, too.
