A while back I read a Batman/DC-verse fic. The Joker came up with some sort of virus that turned everyone who came into contact with it into sex-crazed fiends, and he uses it to destabilise society worldwide, even infecting Superman.

I think it was called "Storm Surge" or something with Storm in the title. It was back on SVU Fiction, and it was about Elliot and Olivia getting caught in a hurricane and having to take shelter in an empty hotel while looking for some kidnapped kids. I'm pretty sure it was written before Sandy happened, but if I'm remembering the details right, the storm in the fic played out very similarly.
