I've really not seen that on Pixiv at all, and definitely not to the degree that I see it done by prominent Tumblr artists. Are there certain fandoms where it's fairly common?

the japanese anime fandom has been doing that to fanart since at least 10-15 years ago, the whole red elbows/knees/knuckles style originated with japanese fanart
