Unfortunately there's not much you can do about allergies if you're not allowed to take an antihistamine.

Honestly? If things are that awful stay home. Notify work or school and just deal with the catch-up that it incurs.

If you have access to it, it might help matters a little to wear a surgical mask when you go out. But that obviously depends on the allergen and isn't going to be 100% effective.
