Or it's a fic of a fandom where there are far more readers-only than writers, since most readers don't brother getting an account.

And for whatever it's worth, it's only possible to sent one 'kudos' as an anon in one story.
I tried to send anon kudos every time a story was updated, but then I got a "you already left kudos" message.
It may be possible to avoid that deleting cookies/using someone else's wifi/etc, but it sound like an awful lot of effort.

i browse ao3 on my phone (not logged in), and though i've tried telling it to keep cookies, i manage to leave multiple anon kudos all the time... i sort of consider it a bonus for the author (if i'm reading an updated wip for instance) bc signed in users can only leave one kudo(s?) even if they want to leave more.
