Okay, so yeah, it was bugging me and I poked around a bit more. The author's listed as Storm Grant, who apparently also goes by Gina X. Grant for her profic, and Stormy Stormheller for fanfic. Found an interview with her (http://mcpigpearls.blogspot.sg/2013/07/interview-with-gina-x-grant-author-of.html) where she says she started with fanfic, and went into profic by filing off the serial numbers. She also admits she draws inspiration from fandoms she enjoys, so similarities between her characters and, say, Fraser, may be intentional:

Since I cut my writerly teeth on fanfiction, I tend to draw more on the fictional characters I know and love. Does Victor sound like the Mountie from Due South? Does Kerrick sound like Mal from Firefly. Oops.

I wasn't able to find fic of hers (http://archiveofourown.org/users/Stormheller/pseuds/Stormheller) that specifically fit the excerpt of that story, but she's also apparently written for zines, so I expect a bunch of her stories aren't available online. This could be one of those, or it could be a story she just based off Due South characters.

Ah. I recognize her fan name, yes. It was the specific usage of "Canadian" for "gay" that stood out to me, so I've probably read a fic that used it.
