Coming late to this party, but there was indeed a Teen Titans comic running at the time (1971, to be exact.) It was run by a different creative team than Green Lantern/Green Arrow and it did not address the situation pictured here at all. This first run of the Titans comic lasted till 1973. When it was revived a few years later, DC tried to explain the discrepancy by saying that all the Titans stories up to 1973 had actually happened before this 1971 story, which was why it never got mentioned there. Or, in in-universe terms, the original Titans had already broken up, and Roy didn't have any contact with them, when he became an addict.
