bedroom eyes are a specific thing, though-- it's a certain amount of space between the bottom of your pupil and your lower eyelid.

(It's exacerbated in this photo because she's looking up, but at normal, she always had a noticeable white line between iris and bottom lid.)

My grandmother used the phrase "bedroom eyes" in the same context, because my eyes are also the same as the ones in the picture.

Bedroom eyes just means eyes that look like a come-on for sex; in other words, aroused. Some eyes in a natural state have slightly swollen lids, either upper or lower or both, and so they get pegged with the name, but anyone can have bedroom eyes.
