People brought over to be indentured servants or slaves (yes, the British had them too) and they ended up with English names. And a fair amount of immigrant families have changed their names.

Came here to say this. My surname is English of medieval French origin, and I can guarantee that I and my maternal family are not English of medieval French origin.

Yeah, but only on James's side (see upthread as to why 'green eyes =/= 'white person' and Lily might be Indian or mixed.

I find it hard to imagine Vernon Durseley marrying someone Indian/ Pakistani or mixed race.

Women marry into ancient British families. Not all those women are necessarily White. Their children would still inherit the ancient British family name.
