I have a cousin who's a teacher. Here are some reasons she doesn't like it:

-it encourages teachers to compete against each other and discourages collaboration
-a student doing poorly is believed to be completely the fault of the teacher
-if a student's previous teacher didn't do a good job (or if a student is simply having trouble), it can wind up impacting the current teacher's own review, because she or he has to spend time getting them caught up, which means spending less time getting the class to meet the grade's standards
-I can't really remember it all, so I apologize, but there's also a lot of extra work that teachers now have to do to continually prove their competence that doesn't really have anything to do with teaching. My cousin basically doesn't have a life anymore
