I don't know about that. He certainly fucks up and is forced to apologize often enough. And the entirety of Wrath of Khan is basically deconstructing his character.

He has a lot of common protagonist traits -- good-looking, great with the ladies, smart, brave, cares about his crew, etc. And that's definitely Sue-ish.

But the series and the films also go out of their way to show that he can be wrong, that he's got character flaws (sometimes too quick to anger, for example), and that he's got fears and problems.

He's definitely got Sue-ish qualities, but I don't think he is one if only for the fact that he relies on Spock and McCoy so heavily.
