AOC does not mean people can just go at it in these countries. In Germany a 14 year old can only legally have sex with a partner who's not older than sixteen (or it might be 17, but definitely not 50!). And IIRC the parents have be informed or they can still get the older kid into legal trouble (although this rule might have been revoked since I was fourteen, it's been 10 years).
