You don't think TWS haircut looks a bit…frat boyish? Because that's my biggest issue with it. I get that it's modern. I get that it fits with the character and his story arc. It just doesn't LOOK as nice to me, though, and I'm nitpicking because most everything else about TWS was great.

His hair in Cap 1 was "frat boy" hair 70 years ago, dude.

I guess I just don't have the same associations.

I know a middle-aged Marine who has the exact same haircut as Cap in the first movie and the dude's a total badass. And a true gentleman in every sense of the word. Might be why I like the Cap 1 hair so much in fact...

Hey, if you don't like his hair that's okay. You can't force yourself to like something visually, and you shouldn't need to.

Frat boyish did not cross my mind though, no. lol.

I seem to be in the same boat as you, OP. I know the spiked, tousled hair is 'in' now, but I generally just don't really like styles that try too hard to look uncaring (ripped jeans, boyfriend jeans, tousled hair, etc.). It only really bugs me in professional situations, but I usually find men more attractive with slightly longer and less dishevelled hair.

As far as I'm aware (and I'm not very interested in fashion, so I may be way off base) that particular style is meant to make men look younger, less regimented, and somewhat devil-may-care rakish. None of that really meshes with Steve's actual personality, though. It worked for Tony (though I still liked his IM hair better) because it worked for Tony's personality. When Steve looks like this, he just looks like Chris Evans in a Captain America costume, if that makes sense.
