I hate it when people do that, though that's the first example I've seen where the language was Russian. I've read exactly one fic where it made sense to have another language inserted and translations were provided. Every other time it just seems to be there in an attempt to make the author look clever, but which is ultimately just annoying. Even when you understand the language, it's kind of jarring and really takes you out of the story.
