IMO, yes. IE September is a very big birthday month because of parents having sex on New Years. There's a good deal of "9 months after a major holiday/event" type birthdays.

Mid-late fall bc Valentine's Day. Noticed that one myself quite a while ago.

I can think of a few reasons for popular dates in fiction
-characterization, like certain holidays (1st of April for tricksters, Christmas for messiahs, Halloween, Japanese Holidays, New Year)

-zodiac signs (leaders get Leo, twins get Gemini, scorpions are mean etc. there are probably japanese equivalents)

-favourite numbers (7 is possibly the most popular number)

-atmospheric weather (births seem more dramatic in the coldest winter instead of, like, october. aside from halloween)
