The AV Club and Reddit are the two places I've found that have decent reviews of the Dr. Who episodes. The problem I have is that the main review on AV Club is so damn long! Good grief it's like he's publishing a book based off a 60 minute TV episode. As such I find myself going to Reddit more. The reviews and questions are a bit easier for my mind to digest.
