1) I'd suggest a completely separate account, due to the fact that if you ever want to reply to a message privately, Tumblr will be stupid and attach your main blog's name to it, rather than your side blog's. This may cause confusion.
2) People might ask you to rolepay, but there's no reason you have to say yes. When I used to have an ask blog (before an abusive friend guilted me out of posting in it, long unrelated story), I flat-out refused to, because it would have opened the door to a heap of ship warring nonsense. However, if you're going to be text-only, you probably need to be extra sure that you've got an accurate and entertaining voice for the character.
3) Most ask blogs make a 'now accepting questions!' post to start things off, and add a bunch of relevant fandom tags to it.
