Lol I just replied to the anon above you that one of the doujin artists wrote pretty much exactly that in the notes. But fandom rarely seems so bothered about issues of consent?

This. I would imagine Steve to really,really care about consent in general - and particularly with Bucky post-Winter Soldier.

Yeah, I'd say it's because it's Steve. The fandom as a whole--in many pairings--write him as the ultimate force of good a lot (well, and Thor sometimes). Initiating sex with an ex-brainwashed person who has serious issues with their own agency might feel like pressuring for sex, and that's so not MCU Steve.
