I think so? (You could always write to whoever is managing the auction and ask, I'd say, especially if they don't have an FAQ.)

I don't want to make the fanartist do anything they wouldn't enjoy. I guess I'm just kinda bummed because I wanted to come up with a scene I want for the manip, for the lot I've won.
I know that what's important is that it's for charity but I wanted something personilized anyway.

tell them your idea

ask if they're okay with doing it

tell them you don't want to make them do something they don't enjoy

Yeah, this.

(And if they don't give you exactly what you're looking for, commission someone: a lot of very good fanartists are very reasonable.)

Well sure, but you don't know that the auction you're specifically referring to is doing it the way it's "normally" done. They might be an atypical example, which means that any general advice may not apply. You're best off going straight to the source rather than relying upon other peoples' guesswork.
