I always assumed it meant "super enthusiastic and shameless about sex (and also probably submissive)." That's what it seems to mean in all the slashfics tagged with something like "slutty!CharacterX" that I've read. Remember all the "slutty!Charles" or "slutty!Tony" fic in the X-Men or Avengers fandoms?
