No, but saying "Nevermind ______, they're always like that" isn't an apology, it's making an excuse as if you expect the person your friend offended to overlook your friend's behavior. You should also probably consider how long you want to be friends with someone who's rude, and upon whose behalf you feel obligated to do damage control. The more you compensate for your friend's bad behavior, the more bad behavior you're likely to get.
