I fell for that summary too! (And then was baffled. Where was Steve? And why didn't I get to see his slowly dawning realization and experimentation with the people around him?)

As far as I could tell, the Bruce things were hanging threads from the previous story that the author thought readers would want to see resolved. (And perhaps the ongoing readers of the series were okay with Bruce and his relationship nonsense with Tony being central to the story. Like, maybe they had a different experience while reading that fic than I did?)

I admit though, I probably would have preferred either the story being framed differently or if it simply had a different summary. But! As you said, it was well done.

Oh god, yeah! The fact that it started with Steve saying it had already happened... Man, what actually happened in those resets?

But yeah, apparently. It really was well done, and I can't say that I didn't like the fic, because I did. But man was it totally just framed so weirdly, and not what I wanted. :I
