It sounds like your friend's stories need more conflict. Usually stories are boring because there's nothing going on underneath the words, no tension, no problems no... no characters seeking answers and hitting walls and getting up and trying again and maybe failing again or finding a different answer.

Lots of people have posted good advice above, but fundamentally I think this might be your friend's problem. She's afraid of trouble. And the key component to any good story is throwing your protagonist into a pit of wolves and then sitting back in a lawn chair with a bag of popcorn to see what they'll do. haha

Also, smut. When in doubt, go write some PVP smut fics. Those get read no matter the quality. And the faster you get to the porn the better. haha Put in something kinky for flavour, and maybe one character being worried about the kink, and you're good to go. heh
