Because that's likely how Regina saw it. Actors can talk about their character using their character's frame of mind. I do it myself when I talk about stories I'm writing and character motivations. Should actor and actresses start prefacing everything they say by "opinions expressed are not necessarily that of the actor"? It's bad enough fic authors have to do it.
