The only thing that would happen if romance was not allowed on major fic sites, is that there would be less fic.

Not allowing people to post romance wouldn't make them go "oh hmm. I guess I will write gen then!" Fandom would just move to wherever the shippy fics were allowed.

It already is. Gen doesn't automatically mean quality, any more than shipping doesn't automatically mean crap.

It's still the very small minority of both that are even halfway decent.
