Then the places where they couldn't post the fics they want to write would just have fewer fics... Which might mean that you have fewer fics to wade through, but it wouldn't affect their quality.

This. If you ban a certain type of fic from big archives, people just go use something else.

As for shipping fics in particular, there are certainly more crappy ship fic than crappy gen fics, but that's because there are more ship fics than gen fics total. The proportion of crap in both is about the same.
