If what the OP proposes came to pass, there'd be either:

- less fic of all kinds produced, leading to a quality drop, as shippy fic is more popular and tends to draw people into the gen in its wake
Or
- the shippy fic would just be posted on new archives, leaving the gen archives like ghost towns, again reducing the amount of good genfic.

Not that it matters, because it's a completely unworkable idea. But I can't think of anything more likely to make both the quality and quantity of genfic go down than the OP's suggestion.

Not just that, but new places would get the gen fic since everyone would move and then what would happen to the other archives? They'd die.
