That's a really, really huge thing that's mentioned multiple times in the series and is established very quickly.

if you can't remember the most basic information about the character, then you probably shouldn't be evaluating whether or not she's a mary sue

You mean my comparison to Bella Swan? She's not a Mary Sue, and neither is Katniss.

Edit for clarification: I think every Sue element in Twilight somehow connects to Edward--a Bella/Jacob romance would have no Sue at all. Katniss doesn't have an Edward, so comparing her to Bella doesn't automatically make her a Sue.

Uh, yeah, Bella is a Mary Sue. A badly written wishy - washy, set women back fifty years Mary Sue.

I remember reading The Hunger Games and having no clue what the hell Katniss's backstory was. I had no understanding of why she acted the way she did. I never skip pages in a book, and the book is undamaged, so I presumably completely misunderstood something (which is nowhere near a first for me.)

Katniss' backstory is mentioned on page 25 (assuming page numbers are consistent between copies) if you want to check it out. It's right after she volunteers and Peeta's name is drawn, so it also contains the story of Peeta giving her the burnt bread when she was starving.
