But there are hungry worlds that exist outside the Federation. Places that are candidates for UFP membership (like Bajor), or settlers out wherever, or places that are affected by wars. OP's character actually sounds like she's doing a lot of the sort of things that Kassidy did for the Maquis in DS9.

In TNG and TOS Federation is kinda utopian, though? That's why ST is such an optimistic TV series (and not like Red Dwarf at all).

DS9 is easily my favorite of them all. Dark, more mature, and slashy (until the writers purposefully stomped that out).
