It's a BBC 4 radio comedy.

Mr Gently Benevolent is played by Anthony Head. Despite his name, he's the villain. This seems to be fanart of him with the main character and hero, Mr Pip Bin. Those are some quotes of Mr Gently Benevolent's from the programme about how he gets so evil.
