I think it's a contouring thing, meant to "change" the shape of his eye area to follow the shape of the eyebrows a bit more. The color varies from blue to purple to grey, depending on the episode (and remastering affects the color balance as well). I think it's particularly interesting, as Nimoy's eyelids turn down so distinctively, the eyeshadow shading seems to complete a triangle shape on his temples with the eyebrows. So yeah, I think it's just to make him look more alien.

Additionally, know that in this era, tv makeup had a bit more in common with stage makeup, because of the lighting methods used in production. And they also had to consider that a significant percentage of the viewership was watching in B&W. Which is why Spock doesn't have the red skintone they originally intended: in B&W he looked either demonic or like he was in blackface. (Also the time/budget issues of painting him up every day.)
