Has this happened with fanart? The only control I see on fanart is the occasional legal trouble when a fanartist (or rather, someone using fanart on merchandise like Tshirts and such) goes too far. I've yet to see trouble for nonprofit fanart, and there's still scads of free fanart everywhere. Adding pay-to-play hasn't killed fanart, so I want to know where this fear of it killing fic comes from.

Many cons have been more strict when it comes to selling fanart and while that may not seem like a big thing, it shows that it's not something that is ignored completely.
Obvs the more pay-for-fanstuff gets attention, the more likely is that copyright holders will do something to stop it.
