If this kind of commodification of fanwork becomes the norm and more and more people do it, then it's going to come to the attention of the powers that be. And then we can kiss goodbye to the amazing creative freedom and diversity we have in this genre because it'll all be regulated and controlled. Not to mention you'll be paying your cut of your profit to the big companies for the honor of getting to write or draw at all, even if all you get to do is strictly defined by a set of approved guidelines.
As it stands now, I don't think there's as big a market for commissioned fanwork as it may appear and that's the only reason this practice isn't blipping on big companies' radars to any great extent. There's a lot of people offering, but only a very small handful making anything out of it, if only because most of fandom is either very young, or used to things online being free, and there's not much point trying to sell a set of laminated keychains for $70 to them.
