As far as we have been shown, Natasha was not in the KGB or anything.
She was, though. She says in CATWS that she thought she was going straight, but instead traded KGB for HYDRA. (Though I agree that Bucky and Natasha don't seem to have the shared comic-verse history in the MCU.)
