there are definitely parties that take an interest in voluntary annexation but i can't think of any state as a whole (whether institutions or public view) that are largely in support of the idea. there is too much to lose for both groups. most of the support ive seen for this idea stems from an effort to save the euro.
that's not to say it isn't inevitable, in some part - i think a merging on some scale is bound to happen eventually, but i don't think it's going to be favourable (or viewed as such) for many of the states caught in the undertow
