Well, personally I think we're supposed to think that the Master/Mistress has weird, twisted feelings for the Doctor. Simm definitely played his Master that way. It was intentional but not overt in the RTD era.

Right, but that's sort of the point, it didn't seem that different from how the male Master was played.
