Nope, I think you're spot-on. Here's the last stanza:

Now you understand
Just why my head’s not bowed.
I don’t shout or jump about
Or have to talk real loud.
When you see me passing,
It ought to make you proud.
I say,
It’s in the click of my heels,
The bend of my hair,
the palm of my hand,
The need for my care.
’Cause I’m a woman
Phenomenally.
Phenomenal woman,
That’s me.

It's a poem about owning yourself, and about the power that stems from that. It's also a response to being told that you don't look or act the way you're "supposed" to.

Yes, I read it as having power from the way she carries herself, and how that confidence attracts attention and admiration.

Yeah, it's mostly about confidence and the power (sexual and otherwise) that can come with that confidence.

Yeah, I thought that was a little dishonest of OP to only quote part of the poem. It's not that her power ONLY comes from the way men perceive her, but that is one facet of what makes her feel powerful.
